The Ninth Fort was constructed in the late 19th century as a crucial component of the massive Kaunas Fortress defense system. Originally designed to protect the western borders of the Russian Empire, its function changed drastically over the following decades. During the interwar period, the independent Republic of Lithuania utilized the complex as a high-security prison. The darkest chapter of its history occurred during the Nazi German occupation in World War II. Between 1941 and 1944, the fort was transformed into a central site for mass executions, where tens of thousands of people, primarily Lithuanian and European Jews, were murdered. An imposing 32-meter-tall concrete monument was erected in 1984 to powerfully commemorate the countless victims.
