The structure was built in the late 1990s, approximately between 1998 and 1999, on the site where the city's fortified gates stood during the colonial period. Its architecture is modeled after a medieval castle, featuring four towers, a drawbridge, and a central gatehouse. Today, the complex houses a museum of contemporary art, a library, and several exhibition rooms dedicated to local history and culture. From the observation decks of the towers, visitors can enjoy a wide view over the city and the Cuxibamba Valley. The monument was constructed under the leadership of Mayor José Bolívar Castillo to strengthen Loja's cultural identity as the 'Cultural Capital of Ecuador.' It combines modern functionality with historicist aesthetics and is a central point for tourist and cultural events in the region.
