The Jabal al-Siraj cement plant in Parwan province has a special historical significance as it was the first cement factory to be built in Afghanistan. The foundation stone was laid as early as the 1950s under King Mohammed Zahir Shah, marking the beginning of the country's industrial development. The factory began operations in 1957 and produced cement for important early infrastructure projects. Like many other industrial plants, it also suffered from decades of conflict, which led to production stoppages and decay. In recent years, there have been efforts to revive and modernize the factory to resume production. Although its capacity is smaller compared to newer plants like Ghori, the Jabal al-Siraj factory has great symbolic importance. Its recommissioning would be an important sign of industrial reconstruction and would create jobs and contribute to the local availability of building materials in a strategically important region north of Kabul.
