Victoria is the principal town and administrative capital of the Federal Territory of Labuan, a strategic island group located off the northwestern coast of Borneo. Established by the British in 1846 following the cession of the island from the Sultan of Brunei, Victoria was developed as a coaling station and a naval base to combat piracy in the South China Sea. Its deep-water harbour has remained its most significant geographical asset throughout history. In 1990, the town underwent a major transformation when Labuan was declared an International Business and Financial Centre (IBFC), turning Victoria into a regional hub for offshore banking, insurance, and trust companies. The town also plays a critical role in the oil and gas sector, providing essential support services and storage facilities for offshore exploration activities. The skyline of Victoria is a mixture of modern high-rises associated with its financial status and traditional architecture reflecting its diverse Malay and Chinese heritage. As a duty-free port, Victoria is a spirited commercial center, attracting traders and shoppers from across the region. Historically, it is known as the site of the formal surrender of the Japanese 37th Army in 1945, an event commemorated at the Peace Park and the Labuan War Cemetery. The town's infrastructure is highly developed, with an international airport and frequent ferry links to Sabah, Sarawak, and Brunei.
