Founded in 1816 by José Gervasio Artigas, one of Uruguay's founding fathers, it holds the distinction of being the only city directly founded by the national hero. Carmelo is notable for its unique swing bridge, the Puente Giratorio, inaugurated in 1912, which was the first of its kind in South America.
