The Zouk (Zouk Mikael) thermal power plant is located north of Beirut and is one of the largest and oldest power generation facilities in Lebanon. With its distinctive smokestacks, it defines the coastal landscape and traditionally plays an indispensable role in supplying energy to the capital region and large parts of Mount Lebanon. The plant is predominantly fueled by imported heavy fuel oil, which has repeatedly triggered massive protests from environmental and health organizations as well as the local population due to the enormous emissions. Despite the outdated infrastructure and recurring technical failures resulting from a lack of maintenance, the facility remains of crucial importance given the chronic nationwide electricity shortage. Various international plans and national initiatives to convert the power plant to cleaner natural gas have been discussed in the past, but so far have been inadequately implemented due to political and financial hurdles.
