The facility was constructed on the foundations of the former military base belonging to the Iraqi Army's 5th Corps. The transformation into a civilian park began in 1998, with completion and opening taking place in 2000. The park is named in honor of the Kurdish politician Sami Abdulrahman, who lost his life in a 2004 bombing. Within the complex, visitors can find two artificial lakes, several cinemas, restaurants, and a Martyrs' Monument dedicated to the victims of the 2004 attack. The park's flora includes over 10,000 planted trees and extensive rose gardens. The area serves not only for recreation but also hosts the annual Erbil International Fair alongside the adjacent exhibition center.
