The Paghman Gardens, located west of Kabul, were once a popular summer retreat for the country's elite and foreign visitors. Created in the 1920s under King Amanullah Khan, they were intended to be a symbol of modernity and progress. The centerpiece of the complex was the Taq-e Zafar (Arch of Victory), commemorating Afghanistan's 1919 independence. The gardens, villas, and European-style public square were known for their cool climate and beauty. During the wars, Paghman was heavily damaged and lost its splendor. In recent years, however, there have been significant reconstruction efforts. A new, huge palace and park complex has been created, which, although not restoring the old form, once again makes Paghman an important place for leisure and national events.
