Orlovka lies in the eastern Chuy Valley at about 1090 metres above sea level in a basin at the foot of the Kungey Ala-Too range and has roughly 11,000 inhabitants. The town was founded in the 1950s as a secretive Soviet settlement around the Kara-Balta Mining and Processing Combine, which extracted rare-earth elements here, especially tantalum and niobium, from ores of the nearby Kutessay deposit. During the Soviet era Orlovka was one of the most important sources of rare earths, and the ultra-pure metals produced here fed into space, nuclear and semiconductor programmes. After the collapse of the Soviet Union the facilities largely fell into disrepair, although Chinese and Kazakh investors have recently expressed interest in restarting operations. On the slopes above town there is also a small ski resort that is growing in popularity among weekend visitors from Bishkek.
