The construction was funded largely by donations from Indian princes and the public, and it was formally opened to the public in 1921. Today, the memorial functions as a museum housing a vast collection of colonial-era paintings, manuscripts, and historical artifacts. It is set amidst 64 acres of sprawling gardens designed by Lord Redesdale, providing a serene environment in the heart of the city. Atop the central dome stands the 16-foot tall bronze statue of the 'Angel of Victory,' which rotates with the wind. It remains one of the most prominent architectural remnants of the British Raj in India.
