Its development began in 1833 when Johann Christoph Wöhrmann established a broadcloth factory that quickly rose to become one of the largest in the Russian Empire. A planned settlement grew around the mill, featuring worker housing, a school, and a hospital, making Sindi a prime example of an early industrial town. The factory's distinctive red-brick architecture still defines the townscape today, although large-scale textile production ceased following the end of the Soviet era. Currently, the zone houses various smaller manufacturing enterprises and commercial units. A significant recent ecological milestone was the removal of the Sindi dam in 2019, which restored fish migration in the Pärnu River and altered the industrial area's interaction with the waterfront.
