Al-Thawrah, also widely known as Tabqa, lies on the south bank of the Euphrates in the Raqqa governorate and is closely tied to the construction of the dam of the same name. The modern, planned city was built in the 1960s and 1970s alongside the Tabqa Dam, one of the largest earth-filled dams in the Middle East, which impounds the Euphrates to form Lake Assad. The dam and its hydropower station were built with Soviet assistance and supply a substantial share of Syria's electricity, as well as irrigation water for vast areas of the northeast. The Arabic name "Thawra" (revolution) reflects the self-image of the Baathist state, which used the project to deliver on its modernization narrative. During the civil war the city was contested and the dam itself became an object of international safety concerns. Nearby stands ancient Halabiya, perched like an eagle's nest above the Euphrates.
