Khutul lies at 850 metres above sea level in the valley of the Eg River in Selenge Province, about 240 kilometres north of Ulaanbaatar along the A0301 main road between Darkhan and Erdenet. The town has roughly 7,500 inhabitants and was built in 1982 as a Soviet-style planned industrial settlement for the cement industry, owing its existence to rich nearby limestone deposits. The Khutul cement works, constructed with Czechoslovak support and brought online in 1985, has an annual capacity of around 1 million tonnes, making it the largest in Mongolia and supplying roughly 70 percent of national demand. In 2010 the plant was modernised and production was doubled. The town occupies a strategic position on the railway line to Erdenet and Darkhan, which simplifies cement distribution across the country. The surrounding hills are covered in pine and larch forests.
