Caracol Industrial Park is one of Haiti's largest and most ambitious economic development initiatives. Opened in 2012 in the country's Northeast Department, it was funded by the Inter-American Development Bank, the U.S. government, and the Clinton Foundation. Spanning over 240 hectares, the park's primary focus is garment manufacturing for the U.S. market under the HOPE/HELP trade acts. Its anchor tenant is the South Korean firm Sae-A Trading. The facility operates its own 10-megawatt power plant, which also provides electricity to nearby towns like Caracol and Limonade. Although job creation peaked around 13,000 workers by 2019, falling short of initial projections, it remains a critical hub for industrial employment in rural Haiti.
