Established in the year 2000 by presidential decree, the city was designed to alleviate the overcrowding and traffic congestion of historic Cairo. New Cairo is characterized by significantly lower population density, expansive green spaces, and a modern infrastructure grid. Its most prominent district is the 'Fifth Settlement' (Tagamoa El Khamis), known for its upscale residential communities, international schools, and luxury shopping malls. The city is a major educational hub, housing prestigious institutions such as the American University in Cairo (AUC), which relocated its main campus here in 2008. Geographically, New Cairo sits on an elevated plateau between 250 and 307 meters above sea level, providing a slightly cooler climate than downtown Cairo. Today, it serves as a critical economic center, hosting numerous corporate headquarters, banks, and technology firms.
