Under the leadership of Sultan Rafaï, who reigned from 1878 to 1900, the territory established itself as an autonomous state within the Mbomou region. The sultanate was known for its organized administration and its strategic ability to navigate the competing interests of French colonial expansion and the Belgian Congo Free State. Geographically, it was positioned along the Chinko River, controlling essential trade routes that connected the Congo Basin with the Upper Nile. The economy of the sultanate was primarily driven by the ivory and rubber trade, making Sultan Rafaï a wealthy and influential figure in Central Africa. In 1892, the sultanate signed a protection treaty with the French Republic, leading to the formal establishment of the Rafaï outpost.
