The structure was built by the Shanghai Construction Group and funded as a gift from the Chinese government to Zimbabwe. The architecture is a modern interpretation of Great Zimbabwe, reflected in the circular structure and the use of symbolic motifs. Spanning six floors, the complex provides space for the lower house and the senate, along with numerous offices for members of parliament and staff. The building is the core of a planned new 'cyber-city' intended to serve as the country's future administrative hub to alleviate congestion in Harare. The interior design is ultramodern, featuring advanced conferencing technology and security systems. With a capacity of 400 seats in the lower house and 150 in the senate, it is significantly larger than the old colonial-era parliament building. The project highlights the close diplomatic and economic ties between Zimbabwe and China in the 21st century.
