Prince Bagyidaw commissioned it in 1816 in memory of his late consort, Princess Hsinbyume, who passed away shortly after giving birth to their son. The design of the pagoda diverges significantly from traditional stupas, serving as a physical representation of Mount Meru, the center of the universe in Buddhist cosmology. The seven undulating terraces at the base symbolize the seven mountain ranges and oceans surrounding the sacred peak according to religious texts. Despite sustaining heavy damage in the earthquake of 1839, the structure was meticulously restored in 1874 by King Mindon, preserving its brilliant white appearance. Visitors climb through the wave-like terraces to reach the summit, which has sweeping views of the Irrawaddy River.
