The Pavlodar Oil Refinery is one of the most modern and technologically advanced facilities of its kind in Central Asia. It was commissioned in 1978 and was originally designed to process crude oil from West Siberia via pipeline. Today, the refinery is part of the state-owned KazMunayGas and plays a crucial role in supplying the Kazakh domestic market with high-quality fuels. Located in Pavlodar in the northeast of the country, the site is logistically convenient for the transport and distribution of petroleum products. In recent years, the plant has undergone extensive modernization phases to meet Euro-4 and Euro-5 emission standards for gasoline and diesel. With a processing capacity of approximately 5 million tons of crude oil per year, it ensures the energy security of the region. The refinery produces a wide range of products, including jet fuel, bitumen, and liquefied petroleum gas. Through the use of modern catalysts, the depth of oil processing has been significantly increased.

The Pavlodar refinery is one of the largest in Kazakhstan, traditionally processing West Siberian crude oil into fuels and other products. It is a strategic industrial center in the north of the country, supplying large parts of Kazakhstan with fuel.

The refinery is a fenced industrial complex normally not open to the public. From public roads, the facilities and typical skyline of tanks and towers are clearly visible.

A good viewpoint is the bridge over the Irtysh River, from which the entire refinery complex is visible in the background. The M38 highway also has a wide view of the industrial area along the river.

There are no products for travelers to buy directly at the refinery, as it is a purely industrial facility. In the city of Pavlodar, however, you can find gas stations and markets offering locally refined fuels and petrochemical products.
