Choir lies at 1,281 metres above sea level along the Trans-Mongolian Railway and has been the capital of Mongolia's smallest province, Govisümber, since 1994. With only about 9,000 inhabitants, it is the smallest provincial capital in the country. The town grew up in the 1970s as a major Soviet military base, hosting more than 18,000 Soviet troops at its peak together with an airfield housing MiG-21 fighter squadrons. After the Soviet withdrawal in 1992 the population collapsed from 30,000 to under 10,000 and many of the apartment blocks have stood empty ever since. The town's most striking landmark is the Gürragchaa cosmonaut memorial, a 7.2-metre stele dating from the 1980s. Choir's railway station features one of the longest platforms in the world, at 320 metres. The town lies 240 kilometres southeast of Ulaanbaatar in low rolling steppe with a harshly continental climate of biting wind and severely cold winters.
